Two more people are now in custody in connection with a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be an irritant spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area for suspected theft and assault and a woman, 23 was detained on suspicion of conspiring to commit a robbery. They both are still being held, the force said.

The arrests come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the incident, two women were robbed of their luggage upon exiting a parking garage elevator.

A three-year-old girl was one of the those hurt during the incident. A total of five individuals went to hospital for medical care and have since been discharged.

Police arrested a man in his thirties for suspected robbery and assault close to the scene. He has since been released pending further inquiries while inquiries continue.

Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding a number of people injured by an irritating chemical thought to be pepper spray.

The attack - an event that authorities stated was a standalone incident and not being treated as terrorism - caused train delays and the partial closure of the main airport tunnel and the T3 parking facility for a short time.
